Robert Blennerhassett's complaint is against an attorney, Samuel Raymont (or Raymond).
He got the House of Commons to investigate his complaint.

The House of Commons brought Samuel Raymont in and charged him
with prosecuting Blennerhassett,
which was judged to be an offence against the rules of the House.
They briefly jailed Raymont.
